Town Council’s Proposals for a Wheel Play Facility on the King George V
Playing Field
| Proposed location:
A point mid-way on the Wood side, approximately 100 metres from the north and south boundaries, and thereby at a point furthest removed from residents living on the boundaries of this 16 acre recreation field. This location is consistent with the majority of views expressed in the public consultation exercise of Saturday, 6th November 2004.

| Design:
5 items of equipment placed on a tarmac base measuring 25 m x 10
m (note: reduced from the original 30m length shown in
drawing).
Each of the
five items is fitted with an enhanced acoustic foam sound deadening
system.

| Equipment Dimensions:
1. Flat Bank = 1500 mm high by 3 m wide. Height of guard
rail = 1.5m
2. Jump Box =
900
mm high by 3 m wide
3. Quarter Pipe = 1500 mm high by 3 m wide. Height of guard rail 1.5m
4. Step Grind Box
x 2.5
m long.
5. Grind Rail = 3mm high x 3 m long.

Town Council meeting:
At its meeting on Monday, 21st November,
2005, Councillors attending approved the following motion proposed by its
Youth Facilities Working Party:
1. To site the skateboard park on KGV
at a point mid-way on the Wood side, approximately 100 metres from the
north and south boundaries, and thereby at a point furthest removed from
residents living on the boundaries of this 16 acre recreation field.
This location is consistent with the majority of views expressed in
the public consultation exercise of
Saturday the 6th November 2004
. This recommendation is subject to satisfactory answers from
proposals contained in section 2 below.
2. That the Working Party make further
progress with a modest scheme drawn up with help by specialist skateboard
consultants, Tribe and contractors GBH, comprising three ramps and two
rails, and of limited height by:
a) submitting the skateboard park plan
and site map to Colchester Borough Council Environmental Health Department
for advice on whether the proposed facility is likely to constitute a
statutory nuisance, given their experience with skateboard parks in the
Colchester Borough area;
b)
A
legal determination be sought from Colchester Borough Council
Planning
Department that the proposal falls within the General Permitted
Development Order 1995;
c) The plans and site map are
submitted to the National Playing Field
A
ssociation for comments;
d) That TRIBE and GBH be asked to
supply references and details of similarly sized projects that will
provide the general public with relevant comparisons.
e)
3. To help meet the budgeted cost of
£18,000, to seek further funding from the potential users and the
business community.
4. The Working Party to continue to
report progress to the full Council and at the earliest opportunity to
seek a final determination for the scheme which the Working Party would
like to call “Concept One. The Working Party intend to present a report
to the Council, consolidating the results of the investigative research
and considerable efforts made by the Working Party to provide an important
play facility for Wivenhoe youngsters whilst being considerate to the
concerns of local residents. This report will obviously be made publicly
available through the Town Council’s web site.”
