The STRATEGIC PRIORITIES 

of Wivenhoe Town Council

December 2004    

These Strategic Priorities have been drawn up by Wivenhoe Town Council. They are published for comment by Wivenhoe residents. We would like to know your views on them.  Do you agree with our aims and objectives? What do you think our priorities should be? Is the list comprehensive? Are we missing any other objectives you think we should include?

These aims and objectives are what we will use to drive our thinking and our actions. We will amend them from time to time according to feedback we get or changes in circumstances.

GENERAL AIMS:

q            To secure a greater say for the people of Wivenhoe in the decisions affecting our community and its future.

q            To act as an increasingly effective advocate for Wivenhoe’s interests in dealing with external organisations, whether public or private.

q            To improve the environment and facilities available to Wivenhoe’s residents.

q            To provide the best possible services at the best value to Wivenhoe’s people.

SPECIFIC OBJECTIVES:

For the Town Council:

1)         to negotiate with Colchester Borough Council the progressive devolution of functions (beginning with planning controls) open to a Quality Parish Council without additional costs to Council Tax payers

2)         to secure from central government, Essex County Council, Colchester Borough council, Tendring District Council and other public bodies the information about their future policies and plans for the  civil parish of Wivenhoe that may directly affect the lives of Wivenhoe residents

3)         to make cogent representations to all external bodies, whether public or private, and to those elected to represent the people of Wivenhoe on matters directly affecting the interests and lives of  the residents of the civil parish of Wivenhoe and to seek effective working relationships with them.

For the Planning Committee:

4)         to do all in its power to inhibit further residential growth in Wivenhoe once the Cook’s Shipyard development has been completed

5)         to make the strongest possible representations to ensure the protection of the "green wedge" between Wivenhoe and the University of Essex's campus and between Wivenhoe and the eastern edge of Colchester and to the eastern edge of that "green wedge" on the boundary with Tendring.

6)         to develop a transport strategy that reduces on-street parking and excessive traffic speeds as well as encouraging walking, cycling and the use of buses and trains and that includes

1.        a cycle track to and from the University
2.        cycle/pedestrian use only of The Folly (except for Folly residents)
3.        speed limits of 20 miles per hour near our schools
4.        enforcement of the 30 miles per hour speed limit within Wivenhoe
5.        double white lines on Colchester Road to discourage over-taking  
6.        an extension of the residents’ car-parking scheme to include the KGV car park  
7.        a new bus shelter and seats on Rectory Hill near Millfields School  
8.        relief from the traffic jams on Clingoe Hill  
9.        resolute opposition to a southern by-pass for Colchester passing across the river Colne and through either Wivenhoe ward.

For the Personnel Committee:

7)         to ensure that all employees of the Town Council have appropriate conditions of pay and service, access to training opportunities and a proper procedure for dealing with grievances

8)         to put in place as rapidly as possible legally appropriate policies on equal opportunities, health and safety, child protection and racial equality

9)         to provide safe and secure working environments for all Town Council staff and for members of the public using facilities provided or managed by the Town Council

10)     to assess the performance of employees of the Town Council and to make recommendations to the full Town Council on such matters.

For the Best Value Committee:

11)     to oversee the preparation of the annual budget and of the Town Council’s Annual Report

12)     to review the progress of Working Parties and other bodies under the Town Council’s auspices in reaching their targets.

TARGETS FOR WORKING PARTIES:

William Loveless Hall:

13)     to maintain the fabric of the building in good condition

14)     to upgrade the current facilities by:

      a)    developing a new maintenance programme 
      b)    improving the safety of the new lights  
      c)    making the hall compliant with the requirements of the Disability Discrimination Act  
      d)    investigating the cost and potential resources available for installing a toilet for people with disabilities

Broad Lane Sports Ground:

15)     to support the future development of sports facilities on the site in financial or other ways                                    

16)     to press for the acquisition of land between the current site and Broadfields to enable additional sports to be catered for

17)   to provide better access to the site by means of a footpath and cyclepath to and from Broadfields

King George V Playing Field:

18)    to install a Youth Shelter   

19)     to landscape the area around the Transco compound

20)     to enhance the visual appearance of the playing field by further tree planting and fence maintenance work

21)     to maintain the dog-walking area

Open Spaces, Allotments and Cemeteries:

22)     to facilitate ready access to play areas for local children and to assist Colchester Borough Council, if requested, in the maintenance of those in Mede Way, Henrietta Close and on Lower lodge as well as our own facility on the King George V Playing Field

23)     to acquire the open space opposite Millfields School from Elmstead Parish Council and to takeover management responsibilities for it

24)     to maintain the facilities on our allotments and to computerise their administration

25)     to re-surface footpaths in the new cemetery

26)     to resolve whether or not to construct a facility for skateboards, BMX bicycles and in-line skating and, if so, where to locate it.

Wivenhoe Wood:

27)     to promote the inclusion of the Town Council’s part of the wood in the Nature Reserve

28)  to begin coppicing those parts of the wood owned by the Town Council

The Engine Shed:

29)     to work with the Engine Shed Project Committee in seeking funding

30)     to finalise the lease of the building to the Town Council and the sub-lease to the Wivenhoe Engine Shed Trust

The Health Centre:

31)     to work with the Primary Care Trust, Essex County Council and Colchester Borough Council in identifying and acquiring an appropriate site within the town for development as a new Health Centre

32)     to encourage a ‘state of the art’ health centre with full facilities for doctors, nursing and administrative staff, community health workers and standby ambulance and paramedic staff

33)     to seek the inclusion of day care facilities for the elderly within this facility

LIAISON / INFORMATION:

Colne Estuary Project:

34)     to play a full part in the Advisory and Steering Groups

University of Essex:

35)     via the Planning Committee development to monitor plans for the campus and to resist any encroachment across Boundary Road

36)     to discuss with the University authorities issues arising from the potential expansion of students numbers and their prospective impact upon Wivenhoe

The Police:

37)     to support the work of the Wivenhoe Community Safety and Neighbourhood Watch Group

38)     to be and remain in regular contact with the Community Police officer and team

39)     to meet the Community Police officer and his superiors on a regular basis every six months

40)     to support the recruitment of Special Constables to be based and to work in Wivenhoe

Local Businesses:

41)     to promote the use of local businesses for the purchase of goods and services wherever possible (WIVENHOEfirst)

42)     to include details of local businesses on the Town Council’s website

43)     to resist the conversion of commercial premises to residential uses

The Elderly:

44)     to provide financial resources to cover the costs of providing a minibus service to members of the Over-60s Club, the Monday Club and the Day Care Centre  

Information:

45)     to promote events Wivenhoe via the Town Council’s website to attract visitors to Wivenhoe and greater attendance at events 

46)     to issue Press Releases on important decisions or issues facing the community

47)     to use occasions like the Town Council’s Annual Civic Service to emphasise the attractions and vitality of our community.
