S106 Agreement signed - November 2004
The Section 106
agreement between Colchester Borough Council, Wivenhoe Town Council and
Lexden Restorations has finally been signed by all parties. This will
allow Lexden Restorations to start making progress with site
clearance, highway works and detailed planning applications for the new
properties.
The decision by
the Town Council to get directly involved and negotiate a better deal for
Wivenhoe has paid off. The Section 106 secures the wet dock for
Wivenhoe’s fishermen, a new fishermen’s store, one of the old
slipways, a car park for riverbank visitors, a dinghy car park, another
public toilet, a children’s play, public access around the new
development including the waterfront and re-furbished jetty. Also the
marsh comes into public ownership together with money to maintain it.
The developer
will also have to sell 15 social homes at The Flag development to a social
landlord at below market prices.
The agreement
also requires the developer to spend money on Wivenhoe’s roads too: a
new junction where Station Road connects with the High Street; ‘build
outs’ to protect pedestrians at the corner of East Street, along East
Street, by Alice’s Cottage in Brook Street and further along at the
blind corner. A decision has yet to be taken whether to make Queen’s
Road a cul-de-sac, or one way, or, as the Town Council prefers to have
speed tables at the junctions with Park Road and Valley Road to slow
traffic right down whilst preserving the road as a means of access to
Anglesea Road as well as Cook’s. There is still the possibility of
making up the surface of The Folly suitable for cyclists [we’re still
fighting against that one too]. All this at the developer’s expense.
