"I am concerned about the number of drivers using mobile phones whilst driving their vehicles, in particular in and around the schools when children are entering or leaving these premises.
 
At the present time motorist using their phones whilst driving are only prosecuted for failing to keep proper control of their vehicles."
 
ON AND FROM 1st December, 2003 there will be an offence of using a handheld mobile  whilst driving. Offenders will face a fine of £30, rising to a maximum of £1000 if dealt with at court. In addition offenders will receive three penalty points on their driving licence. There can be additional charges of driving without due care or reckless careless driving.
